GENERAL SUMMARY

Primarily responsible for ensuring the Bank's compliance with non-deposit investment product and foreign exchange (ForEx) laws and regulations. In this regard, the Non Traditional Banking Products Compliance Officer (NTBPCO) will monitor changes in applicable laws and regulations, provide support to the Chief Compliance Officer and the Compliance Committee, Wealth Management and Foreign Exchange Departments of the Bank in interpreting and understanding laws and regulations, and ensure that Bank Policies, Operating Procedures and Systems are sufficient to ensure compliance with banking laws and regulations (including but not limited to, Interagency Statement on Retail Sales of Non-Deposit Investment Products (NDIPs), Regulation R, Retail Foreign Exchange Transactions, etc.).

DIRECT REPORTS

The incumbent has no direct reports but will be required to manage project teams and contract resources.

ESSENTIAL FUNCTIONS

  • Research NDIPs and ForEx compliance questions/issues from bank personnel and provide accurate and timely responses.
  • Review NDIPs and ForEx related marketing and advertising copy.
  • Develop, maintain, and execute appropriate NDIPs and ForEx regulation compliance quality assurance, testing, and risk assessment programs.
  • Periodically review and test the bank's NDIPs and ForEx compliance program to ensure compliance with the appropriate laws and regulations.
  • Periodically review and test other bank regulations as authorized by the Chief Compliance Officer and assigned by the Compliance Monitoring Manager.
  • Respond to NTBP-related complaints to help manage resolution including emerging risk trends identification and reporting to senior management.
  • Identify potential compliance issues, assist with the development of training materials, and facilitate the development and delivery of related training programs to Bank employees.
  • Interact with regulatory examiners and senior management on compliance issues relating to NDIPs and ForEx.
  • Research via internet, regulatory newsletters, and other resources to keep abreast of changing laws and regulations relating to NDIPs and ForEx laws and regulations, to further assist in necessary process updates, and other monitoring and reporting requirements.
  • Assist business unit managers in interpreting banking laws and regulations, and ensure that related policies, procedures, and documents are properly maintained and updated.
  • Assist and backup the Compliance Training and associated Department Officer(s) as assigned by the Chief Compliance Officer.
  • Serve as a backup in the absence of the Chief Compliance Officer, as needed.

QUALIFICATIONS

  • Education: Bachelor's degree desired but not required.
  • Experience: 5-10 years NDIPs and ForEx experience in a banking environment. Relevant Banking experience and related compliance training experience desired.
  • Skills/Ability: Thorough knowledge and understanding NDIPs and ForEx regulations for banks. Detail oriented and self-motivated. Strong organizational skills. Effective written documentation, verbal communication, and interpersonal skills. Proficient PC skills with Microsoft programs. Demonstrated ability to work independently in a fast paced and multi-tasking environment. Demonstrated ability to manage work teams of employees and contract/part-time employees and vendors. Excellent problem-solving skills and ability to work within tight time constraints. Ability to creatively develop training materials as appropriate and conduct training. Related investment licenses preferred. Ability to work and speak Mandarin Chinese preferred.

OTHER DETAILS

$85K - $125K / year

Pay determined based on job-related knowledge, skills, experience, and location.
