Position Summary:

Serves as the highest-level subject matter expert for fire and life safety in campus design and construction, this role has delegated authority to act on behalf of external regulatory agencies. Responsibilities include complex EHS duties, collaborating with organization policymakers to ensure the compliant implementation of technical programs. Decision-making is guided by the interpretation of relevant laws, regulations, organizational policies, and professional best practices across various disciplinary areas. Specifically at UC Irvine, this position serves as the recognized subject matter expert on fire and life safety in campus design and construction. Operating under an MOU with Cal Fire - Office of the State Fire Marshal (OSFM), the incumbent acts as the OSFM-Lead Designated Campus Fire Marshal, conducting plan reviews, field enforcement work, and consultations on fire and panic safety. Reporting to the Assistant Director of Environmental Health and Safety, the role guides staff in supporting construction projects, fire and life safety inspections, and collaborates with public agencies on mutual fire safety concerns. As a key member of the EHS Fire and Life Safety Team, this role holds delegated authority to approve/deny activities impacting the campus' core mission on behalf of OSFM. The Lead Designated Campus Fire Marshal plays a crucial role in program development, compliance consultation, and expertise in fire prevention codes, policies, laws, and regulations within campus facilities. Additionally, the position provides mentoring and technical guidance to other team members.

The expected pay range for this recruitment is $111,200.00 - $163,100.00 (Annual Salary). The Full Salary Range for the salary grade this position is assigned to is $111,200.00 - $215,000.00 (Annual Salary).

Required:
  • 10 or more years' experience working in a university or large institutional setting is highly desirable.5 or more years' experience in fire prevention, safety management, or emergency services, demonstrating a clear trajectory of increasing responsibility and leadership.
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Bachelor's degree (BA/BS) in Fire Protection or Fire Science, engineering, chemistry, physics, and architecture or related field and four (4) years of equivalent related work experience A.S. degree in Fire Protection or Fire Science, engineering, chemistry, physics or architecture equivalent and six (6) years of equivalent related work experience / training. 10 (ten) years of equivalent related work experience/ training.
  • Additional qualifying experience may substitute for education on a year-for-year basis related area and/ or equivalent experience I training.
  • Designation as "Lead Designated Campus Fire Marshal (LDCFM)" by the Office of the State Fire Marshal (or ability to attain this designation within 6 months of hire as a condition of employment).
  • Expert knowledge / understanding of specific EH&S field and strong knowledge of all EH&S fields.
  • Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend organization or systemwide policy.
  • Advanced written, verbal and interpersonal communications skills, including advanced political acumen and skill to deal with diverse constituencies in a highly political environment.
  • Advanced analytical skills and ability to organize, prioritize and manage the successful completion of high-level and potentially complex projects within budget and time constraints.
  • Expert skill to effectively represent the organization to state and federal authorities, and community groups.
  • Expert skill in mentoring or overseeing the work of other EH&S technical and professional staff.
  • Expert skill to appropriately use technology and relevant scientific equipment as required.
  • Expert knowledge and skill in applying and interpreting applicable local, state, and federal regulations including the California Health & Safety Code - Titles 8, 19, and 24, California Building Standards Codes including California Building Code, California Fire Code, California Mechanical Code, California Electrical Code, California Plumbing Code and NFPA standards in the areas of fire protection, life safety and panic safety. This includes legacy codes and standards as necessary.
  • Expert knowledge in the application of fire protection engineering, safety engineering, loss prevention and risk management principles.
  • Proven knowledge and expertise in the management of programs and personnel delivering technical and emergency services
  • Strong skills in short-term planning, analysis, problem-solving, and customer service
  • Proven management expertise to effectively lead and direct subordinate professional staff in different programs.
  • Solid interpersonal skills to effectively motivate others, skilled in facilitation, managing, coaching, and relationship building.
  • Experience in managing and approving fire, life and panic safety provisions for large special events.
Preferred:
  • Professional certification preferred.
